When in gsp and sf, many foreigners "on staff" surrendered their passports to the foundation for the duration of their stay.  We were told that it was for our benefit (security, you know), and that no-passport-handed-in => no-stay (ie were coerced).  In sf for our case, it may have been more to do with the fact that they hadn't yet finished processing our Religious Workers Visa application.  (They never did)  That was a very effective way of making people stay, wasn't it?  Does anyone have any comment about this?
